At level 5 Thieving, you can start stealing from Bakery Stalls. The best place for this is Ardougne, where two stalls are available. Standing at the square where the baker is positioned allows you to steal from the stall without being noticed by guards. If you do get caught, simply run east until the guard loses aggro.
Levels 25-51: Fruit Stalls in Hosidius
From level 25, you’ll want to move on to the Fruit Stalls located in Hosidius. For the best XP rates, focus on the stalls in the house to the east.
